Step-by-Step Instructions
- Combine panko breadcrumbs, all-purpose flour, garlic powder, salt, and black pepper in a large mixing bowl.
- In another bowl, flake the salmon and mix with mayonnaise, Worcestershire sauce, chopped bell peppers, cilantro, and a beaten egg.
- Fold the wet salmon mixture into the dry ingredients until just mixed, being careful not to overwork the batter.
- Cover the bowl and refrigerate the mixture for 15-20 minutes to let it chill.
- Shape the chilled mixture into 2-3 inch patties.
- If frying, heat olive oil in a skillet over medium heat. If baking, preheat the oven to 400°F and line a baking sheet with parchment paper.
- For frying, cook the patties for 2-3 minutes per side until golden brown. For baking, arrange patties on the baking sheet and bake for 10-12 minutes per side.
- Serve the croquettes hot, perhaps with lemon juice or tartar sauce.

Notes
Chilling the mixture helps improve the texture of the croquettes. For best results, serve immediately after cooking.
