Step-by-Step Instructions
  1. Combine panko breadcrumbs, all-purpose flour, garlic powder, salt, and black pepper in a large mixing bowl.
  2. In another bowl, flake the salmon and mix with mayonnaise, Worcestershire sauce, chopped bell peppers, cilantro, and a beaten egg.
  3. Fold the wet salmon mixture into the dry ingredients until just mixed, being careful not to overwork the batter.
  4. Cover the bowl and refrigerate the mixture for 15-20 minutes to let it chill.
  5. Shape the chilled mixture into 2-3 inch patties.
  6. If frying, heat olive oil in a skillet over medium heat. If baking, preheat the oven to 400°F and line a baking sheet with parchment paper.
  7. For frying, cook the patties for 2-3 minutes per side until golden brown. For baking, arrange patties on the baking sheet and bake for 10-12 minutes per side.
  8. Serve the croquettes hot, perhaps with lemon juice or tartar sauce.
